A number of agencies that received federal funding earmarked for faith-based organizations were surprised to find that the government considered them religious groups, as they don’t see themselves that way. Reporters in Iowa, Georgia, Missouri and other states have found that many recipients of the grants were large social service providers that have long received federal money, such as the YWCA and organizations that distribute federal HUD funds.
